Safari と Google Chrome の表示を改善 - Improvement to display on Safari and Google Chrome

チカチカしていたのを直しました。基本的な対応環境は Windows の IE と Firefox です。ですが、Windows の Safari と Google Chrome で表示が著しく崩れていたり機能が使えない場合に対応することがあります。 - I fixed the display was blinked.
